Raquel M. Rall co-authored an article with Steven Sample and Robert Berdahl in Inside Higher Ed titled, “Are Systems Bad for Flagships?” Rall is a PhD candidate in Urban Education Policy at USC Rossier, Sample is president emeritus of USC and Berdahl is chancellor emeritus of the University of California at Berkeley and former interim president of the University of Oregon. The article notes that despite the best intentions of state university systems, it’s not clear that they lead to good governance. As these systems have grown bigger, it is more difficult to govern them and still serve the public interest.
