Frank Baxter joins USC Rossier Board of Councilors
The retired bank CEO joins three other recent appointments to the board
Frank E. Baxter, a former executive at the global investment bank Jefferies LLC, has agreed to join the USC Rossier Board of Councilors.
Baxter is the fourth appointment this academic year, along with Robert Abeles, Reveta Franklin Bowers and Lydia Kennard.

In 2001, Frank E. Baxter retired as chief executive officer of Jefferies LLC after 14 years in the position. He is the current Honorary Consul of the Oriental Republic of Uruguay in the City of Sacramento. He also served as a former ambassador to Uruguay from 2006 to 2009. He is the chairman of the Board of Alliance for College-Ready Public Schools, a charter management organization with twenty-eight middle and high schools; Chairman of the Board of Fremont College, a career college; Board member of EdVoice, an educational advocacy group in Sacramento. He is a Life Trustee of the Los Angeles County Museum of Art and the Los Angeles Opera and has been involved in other numerous civic activities.Previously, Baxter served as director of the NASD and Chairman of the committee, which resulted in the spin-off of NASDAQ. He subsequently served on the Board of NASDAQ as a member of the Executive Committee and Chairman of the CEO search committee. He is also a former director of the Securities Industry Association.
He is the recipient of the Bet Tzedek, House of Justice; the City of Angels; and Posse Foundation awards and graduated with honors from the University of California at Berkeley in 1961 with a Bachelor of Arts degree in economics.
Ambassador Baxter has been married to his wife Kathy since 1962. They have three children, six grandchildren and two great-grandchildren.
